Terror was designed by Nemo, but it is not known if he also oversaw its manufacture and gave it to Count Gustov, or merely gave Gustov the tools to make it himself. Either way, she was the submarine that Gustov demonstrated to Nikos Chelios, who later sought a similar ship from Nemo. Gustov used her to reign her own name on the monarchies of the world. It is unknown how much damage Gustov managed to cause, or whether he survived his campaign.
